AGENCY TRIBAL NATIONS today issues Public Notice PN-611, announcing the filing of a federal contract proposal for Integrated Land & Maritime Response Services along the Klamath River Operational Area. The proposal, submitted under PL 93-638 (Indian Self-Determination and Education Assistance Act), establishes a $6,000,000 federal contract for fire mitigation, brush and trail maintenance, search and rescue, vessel patrol, and first-responder operations, employing 75 FEMA- and First Responders-certified personnel. A 30-day public comment period is now open.

Section 01 — The Proposal: What It Covers

The proposal establishes a complete operational framework for federally contracted land and maritime first-responder services within the sovereign jurisdiction of the Mendocino Indian Reservation, anchored in the Klamath River operational area.

PROPOSAL — THREE OPERATIONAL PILLARS

PILLAR 1 — LAND

$5M · 50 Personnel · Brush & Trails

Fire mitigation, brush clearing, and trail maintenance across the Klamath River corridor, performed by 50 trained personnel under the boat rescue / first response classification. Funded directly through the PL 93-638 Land First Offer.

PILLAR 2 — MARITIME

$1M · 25 Personnel · SAR, Fire, Patrol

Search-and-rescue, fire response, and vessel patrol operations on the Klamath River, performed by 25 trained personnel. Includes acquisition of SAR, fire, and patrol boats, gear, and uniforms within the $1M budget.

PILLAR 3 — TRAINING

FEMA & First Responders Certified

All 75 personnel complete FEMA certification (ICS-100, 200, 700, 800) and First Responders certification (CPR, AED, First Aid). Training is included in the $1M operations budget paid directly to the Secretary.

Why This Proposal Matters

The Klamath River area faces compounded land-management and emergency-response gaps — wildfire risk, untracked vessel traffic, search-and-rescue coverage, and downstream environmental impacts. This PL 93-638 contract activates Tribal sovereign capacity to deliver an integrated response, in coordination with federal and state agencies, under the Secretary of Interior Order 3384 framework.

Section 02 — Statutory Authority & Filings

The proposal is filed under the full sovereign and statutory authority of the United States Indian Self-Determination framework. Government-to-government consultation procedures have been completed in accordance with the Department of the Interior.

Federal Statute

PL 93-638 — Indian Self-Determination & Education Assistance Act

Establishes the statutory authority for Tribal Nations to contract directly with the federal government for the operation of programs and services on Tribal lands. The proposal operates entirely within the PL 93-638 self-determination framework.
Secretarial Order

Secretary of Interior Order No. 3384 (Aug 31, 2020)

Created the Bureau of Trust Funds Administration for Indian Lands (BTFA), establishing the disbursement framework for Tribal allocations. The proposal references the Order and the prior $1.9B BTFA Tribal Nations Fund allocation as part of the integrated funding record.

Treaty Basis

Treaty of Peace — 1856 Mendocino Reserve & D-Q University

USA Treaties with the 1856 Mendocino Reserve and the 1970 Tribal University Treaty of Peace (Deganawidah-Quetzalcoatl University) provide the sovereign foundation. Government-to-government consultation: 588 Tribal Nations Sustainable Development Program.
Section 03 — Government-to-Government Consultation Completed

Pre-consultation and consultation steps have been completed per the Department of the Interior Tribal Government-to-Government Consultation policy, as documented in the consultation letter filed by Chief Geronimo Thomas Langenderfer to the Secretary of the Interior.
