AGENCY TRIBAL NATIONS today issues Public Notice PN-611, announcing the filing of a federal contract proposal for Integrated Land & Maritime Response Services along the Klamath River Operational Area. The proposal, submitted under PL 93-638 (Indian Self-Determination and Education Assistance Act), establishes a $6,000,000 federal contract for fire mitigation, brush and trail maintenance, search and rescue, vessel patrol, and first-responder operations, employing 75 FEMA- and First Responders-certified personnel. A 30-day public comment period is now open.
The proposal establishes a complete operational framework for federally contracted land and maritime first-responder services within the sovereign jurisdiction of the Mendocino Indian Reservation, anchored in the Klamath River operational area.
Fire mitigation, brush clearing, and trail maintenance across the Klamath River corridor, performed by 50 trained personnel under the boat rescue / first response classification. Funded directly through the PL 93-638 Land First Offer.
Search-and-rescue, fire response, and vessel patrol operations on the Klamath River, performed by 25 trained personnel. Includes acquisition of SAR, fire, and patrol boats, gear, and uniforms within the $1M budget.
All 75 personnel complete FEMA certification (ICS-100, 200, 700, 800) and First Responders certification (CPR, AED, First Aid). Training is included in the $1M operations budget paid directly to the Secretary.
Why This Proposal Matters
The Klamath River area faces compounded land-management and emergency-response gaps — wildfire risk, untracked vessel traffic, search-and-rescue coverage, and downstream environmental impacts. This PL 93-638 contract activates Tribal sovereign capacity to deliver an integrated response, in coordination with federal and state agencies, under the Secretary of Interior Order 3384 framework.
The proposal is filed under the full sovereign and statutory authority of the United States Indian Self-Determination framework. Government-to-government consultation procedures have been completed in accordance with the Department of the Interior.

Pre-consultation and consultation steps have been completed per the Department of the Interior Tribal Government-to-Government Consultation policy, as documented in the consultation letter filed by Chief Geronimo Thomas Langenderfer to the Secretary of the Interior.
Initial coordination meetings between the Federal Contractor Representative and authorized Tribal Nations Government staff to scope the program, project, and plan within the Klamath River operational area.
Head Chief Geronimo Thomas Langenderfer briefed the Tribal Council prior to formal consultation meetings, ensuring sovereign review of program impacts on Tribal resources, properties, and cultural practices.
Government-to-Government consultation conducted with authorized Tribal Nations staff. Review packet prepared and submitted documenting the proposal's integration with existing approved strategic plans (NASHA, Mendocino, Geronimo Hemp, impACT iTNC).
Includes Self-Determination Act compliance certification, Tribal State of Emergency Emergency Operation Plan (EOP) references, and full review packet citations.
Pursuant to the Tribal Government-to-Government Consultation policy of the Department of the Interior and the Self-Determination Act, written comments are invited from affected Tribal Nations, federal agencies, state and county governments, and members of the public for a period of thirty (30) calendar days from the date of this notice.
