AGENCY TRIBAL NATIONS today issued Public Notice PN-490, formally announcing the AmeriMetro Smart City — a sovereign tribal smart city initiative built on tribal land and organized around a Smart Train Wheel Urban model. AmeriMetro integrates four concentric development zones, high-speed transit, mixed-use civic infrastructure, and rural reserve lands into a single, self-sustaining metropolitan ecosystem under tribal sovereign authority.
AmeriMetro is the first sovereign tribal smart city of its kind: a fully integrated urban concept designed from the ground up around tribal jurisdiction, sustainable transit, and economic self-determination. The Smart Train Wheel framework places transit at the center of the city, with concentric development rings radiating outward from a dense urban core to expansive rural reserve lands.
PN-490 publishes and gives public legal effect to the AmeriMetro Smart City initiative as an official tribal infrastructure project of Agency Tribal Nations. It places federal partners, capital markets, planning agencies, and the public on notice that the AmeriMetro design — including the Smart Train Wheel transit framework and the four-zone concentric development plan — is now an active sovereign tribal initiative under the planning authority of Agency Tribal Nations.
Zone A — Urban Core (25 Acres)
Headquarters core, commercial offices, mixed-use business, parking garages, hospitality, civic spaces.
Zone B — General Urban Circle (200 Acres)
Mixed-use residential, multifamily dwellings, civic venues including stadiums, arenas, and museums.
Zone C — Suburban Circle (350 Acres)
Single-family subdivisions, retail and commercial corridors, parks, and recreational spaces.
Zone D — Rural Reserve Circle (1 Mile Diameter)
Single-family dwellings, recreational and farming uses, travel hubs, and distribution centers.
At the heart of AmeriMetro is the Smart Train Wheel — a circular rail system that connects all four development zones, with spokes radiating outward from the Urban Core to link residential, commercial, civic, and rural areas. This transit-first design ensures that every resident and business in AmeriMetro has rapid, reliable access to the entire city without dependence on private vehicles, anchoring the project as a low-carbon sovereign city model.
AmeriMetro completes the infrastructure pillar of Agency Tribal Nations' sovereignty agenda. Together with PN-470 (Cannabis Licensing 2026) and PN-480 (TED Bond Issuance Authorization), PN-490 puts the regulatory framework, the financing mechanism, and the build target on the public record at the same moment. With the TED Bond authorization in place under 26 U.S.C. § 7871(f) and the Tribal Medical City already in scope, AmeriMetro represents the long-horizon urban canvas on which Agency Tribal Nations will deliver sovereign infrastructure at metropolitan scale.
Public Notice PN-490 is effective April 7, 2026. The AmeriMetro Smart City initiative is hereby published as an active sovereign tribal infrastructure project. The Office of the Head Chief and the Board of Governance are authorized to advance planning, partnership, and financing actions consistent with the AmeriMetro project document.

This Public Notice is open for public comment for thirty (30) days from the date of publication. The Tribal membership, the public, federal, state, county, and municipal actors, and any other interested party may submit a comment, objection, or response on this project, law, or initiative during the disclosure period.
