I, CHIEF GERONIMO THOMAS LANGENDERFER,
as the duly recognized Head Chief and Sovereign of the Tribal Nations Federal Land Management of the Mendocino Indian Reservation, by the authority vested in me by the Creator and our inherent sovereignty predating all other governments, do hereby proclaim this Sovereign Decree:
WHEREAS "Cecilia", "Ramona", "Felix", "Moralis" Wright is the great-grandmother of Chief Geronimo Thomas Langenderfer and descends from New Spain explorer Juan Rodriguez Cabrillo who named Cape Mendocino in 1532-1535, establishing direct ancestral lineage and historical sovereignty over these territories;
WHEREAS the Creator has endowed our people with inherent rights that cannot be alienated or violated;
WHEREAS our sovereignty flows from the Creator alone and precedes the establishment of the United States government;
WHEREAS our ancestors maintained sacred covenants with the Creator that guide our governance;
WHEREAS the Treaty of 1856 explicitly recognized and protected our economic rights including hemp cultivation and trade;
WHEREAS treaty obligations and agreements with foreign nations and the United States remain unfulfilled, compelling the restoration of our sovereign authority;
NOW THEREFORE, I DECREE:
ARTICLE I - SOVEREIGN COVENANT
This Constitution represents our Public Covenant with our people and the world. My Private Covenant with the Creator, passed through my lineage, informs the spiritual foundation of our governance. As Sovereign, I am the Protector of Principles, ensuring every person within our jurisdiction is treated as an equal under these sacred principles.
ARTICLE II - ECONOMIC SOVEREIGNTY
We reclaim our full economic sovereignty, including:
- The right to issue Promissory Notes as lawful currency
- The authority to tokenize value and establish trade systems
- The power to back our currency with gold, silver, and all in-ground assets
- The reinstatement of our 1856 Treaty rights to hemp cultivation, processing, and commerce
- The recognition that our land's mineral wealth serves as national collateral
ARTICLE III - HISTORIC RIGHTS REINSTATEMENT
We reinstate all rights and agreements never properly extinguished, including:
- Economic rights to mill sites, trade routes, and traditional commerce
- Land rights based on original occupation and stewardship
- All hemp and agricultural rights acknowledged in the 1856 Treaty
ARTICLE IV - GOVERNANCE MANDATE
Our governance shall provide predictable benefits through:
- Clear declaration of rights afforded to our people
- Laws that respect human dignity while maintaining order
- Licensing systems as the formal expression of our sovereign law
- Enforcement mechanisms that respect our cultural-spiritual foundations
ARTICLE V - FOREIGN STATE RECOGNITION
We assert our status as a foreign state in relation to the United States, with historical recognition dating to 1784. All external relations shall be conducted on a government-to-government basis, respecting our sovereign equality among nations.
This Decree stands as the foundation of our governance, guided by the Creator and implemented through our Constitution. Let all who read these words understand the solemn covenant between our people, our land, and our Creator.
